The models for cliff racers look great, they show a warden skill of summoning a flying creature that dive bombs an enemy. Then at the very end there is an old friend floating as he does. Lord vivic, however it's totally breaking my immersion, I killed him in morrowind.
They want pacifist or small empires to be able to build up even if they're enclosed on all sides.
One way they are addressing the problem is through oribital habitats that pops can live on. They function like size 12 planets that pops can live on. They are colonized like normal and built around uninhabited planets using minerals and influence.
They get thier own buildings(new) that are supposed to be good for research and energy production but not at mineral production.
The addition of the new "consumer goods" feature will making it hard for large empires to support many of these. However a smaller more efficient empire will suppositly have a much easier time.
They are not available until mid-late game through tech.
They don't have tile resources except when the planet they're built around has one.
